NSX Segments status showing "Failed", with Realization Error "error_code=22009, module_name=DHCP, DhcpIpPool overlaps the IP assignment"

Issue/Introduction

• Post upgrade from 3.2.4 to 4.2.3.1, many segments are showing status "Failed".
• When Clicking on the "Failed" status, some other segments will display error similar to:

  [error_code=22008, module_name=DHCP, error_message='[Dhcp] IP assignment(s) x.x.x.x - x.x.x.x of DhcpIpPool overlaps the IP assignment(s) x.x.x.x - x.x.x.x

  
• In the NSX syslog logs we see errors similar to:

  [error_code=22008, module_name=DHCP, error_message='[Dhcp] IP assignment(s) x.x.x.x - x.x.x.x of DhcpIpPool overlaps the IP assignment(s) x.x.x.x - x.x.x.x

This is a condition that may occur in a VMware NSX environment after a recent upgrade or a logical migration.
