Endevor cast package with "DO NOT VALIDATE COMPONENTS" gives SMGR116C and RC=8

Issue/Introduction

When cast a package in Endevor batch using option DO NOT VALIDATE COMPONENTS the validation process still seems to take place:

Resolution

The Cast Package process will always do sync checks first irrespective of whether component validation is selected or not. 

The SMGR116C message is causing the cast to get the RC=08 and this message indicates a SYNC problem and is unrelated to the Component Validation.

Use 'OPTIONS SYNC=Y' in the relevant MOVE or TRANSFER actions included in the package to resolve the problem:
SCL Reference > Process Element Actions in Batch > Move Statement
SCL Reference > Process Element Actions in Batch > Transfer Statement > Transfer from Endevor to Endevor Statement
