License Keys are not released after deletion of VCF Instance

Issue/Introduction
A VCF instance is created and consumes a licensing Key.
When the Instance is deleted the key should have been deactivated prior to the deletion of the Instance.
If the key is not removed first it will remain in a used or consumed state in the Customer Portal Licenses. Test Env 1 and Test Env 2 VCF Instances have been deleted without first addressing the keys for release. VCF Operations appliances no longer exist for either VCF Instance.

Cause
The keys are managed by the VCF Operation appliance.
This appliance is one on the Fleet appliances created with each VCF Instance.
The option to Remove License from VCF Operations is no longer valid and will throw an error.
Similarly Delete will also fail.
Resolution
To correct this issue in the customer portal navigate to VCF Operation Registrations by clicking on the Blue highlighted VCF Operations Name.
This will jump over to the VCF Operations Registration page where there is a button labeled ACTIONS.
Click the ACTIONS drop down menu.
Select Deactivate.
Check “I no longer have access to the VCF Operations instance.” and then DEACTIVATE.
Note that VDF Env 1 is now not present in the list.
