Error "Failed to deploy OVF package... The OVF descriptor is not available" when attempting to deploy OVF

Issue/Introduction

Error "Failed to deploy OVF package. Cause: A general system error occurred: Transfer failed. The OVF descriptor is not available" when attempting to deploy OVF.

Restarted content library service (service-control --restart vmware-content-library) on the vCenter but still fails with above error.

Environment

VCF 9
vCenter 9.x

Resolution

Workaround:

1. Upload the ovf file to the content library.
2. Deploy VM using content-library.
