User/Resource Search Is Inconsistent

Issue/Introduction

The global Search on both of the following areas is not consistent.

A. The Modern > Resources workspace, the global search uses either:
fullName or
unique name

B. The Modern > Administration > Users tile, the search uses either of the following fields:
firstname or 
username 

This is inconsistent behavior upon comparison as typically, the default search should be by last name, not first name. 
There needs to be uniform filter behavior, e.g. it should use firstname or lastname
or be consistent with how the Modern > Administration > Users works

Workaround:
If any additional fields are needed, such as first name or email, then the user can use the 'Add filter' button in the filter section,
however it is an unnecessary view/filter to have to create.
