"Enable guest customization" option is disabled on newly deployed or imported vApp

Issue/Introduction

• Source template has "Enable guest customization" enabled.
• "Enable guest customization" is disabled after downloading and importing OVA vApp Template.
• Template deployed from catalog has guest customization disabled.

Environment

VMware Cloud Director 10.6.1

Cause

This issue occurs if a guest operating system is not installed within the virtual machine template. Cloud Director can detect that there is no operating system installed. In such instances, the newly deployed VM will have the option "Enable guest customization" set to false as the VM is not yet ready for customization. 

Resolution

Install an operating system within the virtual machine.
