TMC-SM and TMC-SaaS experienced an outage at the same time

Issue/Introduction

The following error is encountered when attempting to attach a cluster using the CLI method :

root@test$ tanzu tmc cluster attach -f $file

Error: rpc error: code = DeadlineExceeded desc = context deadline exceeded

Cause

TMC-SM AND TMC-SaaS were both pointing to AWS for the Tanzu standard packages. 

Resolution

Build an on-prem Tanzu package repository and point TMC-SM to that repository.

TMC-SM and TMC-SaaS are not related anywhere at the backend.
