You see the error in discovery info "SWFE-E-EGETNEXT-While getting next of OID .1.3.6.1.4.1.9.9.691.1.1.1.1.2,".
You have added below entry in the tpmgr-param.conf file and reloaded the OID but the error is still reflecting on the device message. Also restart of the IP domain doesn't help.

Problem with dynamic drivers.
In the attached ic-cisco-find-context.asl code change is present to disable bulk explicitly for the impacted SysOID. PFB steps to implement the same:
1). Check if file already exists SM_HOME/local/rules/discovery/ic-cisco-find-context.asl. If so take a backup of the same.
2). Copy the uploaded ic-cisco-find-context.asl file to SM_HOME/local/rules/discovery/ and ensure ownership/permission provided to this file is same as other files in this folder.
3). Restart IP domain.
4). Discover the device.
NOTE : tpmgr-param.conf should have below value set.
GetBulkPattern-.1.3.6.1.4.1.9.12.3.1.3.1812 FALSE
Raise a case with Broadcom support if this issue is seen in other than Smarts IP V10.1.12.7.
