Issue/Introduction
BGP in NSX environment is established over Virtual Tunnel Interface, for example VPN tunnel.
VPN tunnel is down.
Following VPN state, BGP also goes down.
NSX will only raise the alarm for the VPN tunnel.
Alarm for BGP state is not raised by NSX Manager.
In this situation, SNMP trap for BGP state also won't trigger.

Cause
NSX Manager's Routing Control Plane (RCPM) is designed to avoid raising any unnecessary alarms when VTI is down on any standby nodes.
The alarms are suppressed on the active node, hence BGP alarms will be suppressed internally when VPN (which BGP is established over) goes down.
Resolution
This is a known issue impacting VMware NSX.
