"Error while creating troubleshooting incident" appears when trying to start troubleshooting for a host in VCF Operations for Networks

Issue/Introduction

In VCF Operations for Networks, when selecting Troubleshoot > Start a New Incident from the main menu and setting the Scope to Host, and entering a host, you find that for any host selected, an error message occurs that reads "Error while creating troubleshooting incident".

When you review the Infrastructure and Support page, you see that System Health and/or Systen Infrastructure reports "Poor".

Cause

When the System Health, e.g. Processing Lag, Indexer Lag, or Grid Usage is high and/or when System Infrastructure reports problems, unexpected results may occur especially with high resource utilization functions like Troubleshooting Incidents.

Resolution

Resolve the underlying issues causing poor System Health and any problems identified in System Infrastructure.
