Update Earned Value and Cost Totals Job Performance Issue After Upgrading to 16.3.2

Issue/Introduction

After upgrading to Clarity 16.3.2, the Update Earned Value and Cost Totals Job Performance till 16.3.1 used to take 30 minutes for all investment and post upgrade from 16.3.2 onwards the job is taking roughly 10 to 12 hours.

Note: Any timings are part of an example scenario and may not match other tests.

Steps to Reproduce:

1. Using a Clarity with On-The-Fly Rate Matrix Extraction enabled, for version 16.3.1 run the Job Update Earned Value and Cost Totals Performance issue takes 30 minutes.
2. Still with On-The-Fly Rate Matrix Extraction enabled, upgrade to 16.3.2 or 16.3.3 patch 1 and the Job takes 10 to 12 hours.

Expected Results: The Job Update Earned Value and Cost Totals should take similar time prior to upgrade.

Actual Results: The Job Update Earned Value and Cost Totals takes longer.
