SSIS JOBS are failing on Windows agent

Issue/Introduction

SSIS jobs are failing when running on Windows agent after upgrading to v24.4.1 from 21.0.x. Below is the message on the agent log

     Message: Could not load file or assembly 'Newtonsoft.Json, Version=13.0.1.0, Culture=neutral, PublicKeyToken=*****************' or one of its dependencies. Operation is not supported. (Exception from HRESULT: *********)

Environment

Automic Automation Engine version: 24.4.1
Windows agent  24.4.1+hf.2
Microsoft (R) SQL Server Execute Package Utility Version 12.0.6449.1 for 32-bit

Bug

Resolution

The error is reproducible with 24.4.2.hf2 when the user used in the job does not belong to the admin group (or has the special privileges required).
This has been addressed in 24.4.2.hf3 where it has been addressed.
