Resolution

All Broadcom Mainframe (z/OS) products use the License Management Program (LMP) provided by the Common Components and Services Resource Initialization Manager (CAIRIM).

Per the example LMP key on the bottom of that page the LMP Key code for "XCOM Data Transport for z/OS" is "FX". Also documented here: LMP Product Code Listing

Historically licenses used to be CPU based but more recently they are Site ID base.

So the license type being used depends on what is in the KEY certificate line in the KEYS member.
