Cause

Oct 24 06:48:00 [HOSTNAME] setroubleshoot[526506]: SELinux is preventing /usr/bin/bash from execute access on the file /opt/CA/IMDataAggregator/IMDataAggregator/consul-ext/bin/start-consul-ext.sh.
For complete SELinux messages run: sealert -l 54692b27-3733-4fec-bfd0-0da8194f6015

Resolution

SELinux must be disabled or permissive.
