Applying new Network profile fails with error field pod_ip_block_ids has conflict

Issue/Introduction

While applying a new network profile to an existing cluster which was created via network profile, a similar error occurs: 

"Error processing update parameters: field pod_ip_block_ids has conflict"

Environment

TKGi 1.21.x

Cause

This issue can occur if the new network profile does not contain all IPblocks that the original network profile had, 

Resolution

Verify the new network profile and make sure all original IPblocks are present.
