Staffing Scenarios Cannot Be Published

Issue/Introduction

While creating staffing scenarios on any of the Staffing workspace modules:

    Staff
    Allocations By Investment
    Assignments By Resource
    Allocations By Resource

The following message is displayed:
 “Scenario changes not published - changes could not be applied because the investment is locked, has actuals, or you don’t have access”

Steps To Reproduce:

1. Navigate to the Staffing workspace > Allocations By Investment
2. Create a scenario.
3. Make a change to the allocation.
4. Click Publish.

Actual:
Scenario changes are not published. 

Expected:
Scenario changes should be published after making the changes to the allocation.

 

 

Resolution

The reasons are in the messaging itself. The main reason being that if there are actuals on the investment/tasks, the application will not allow the scenario to be published as it will cause investment dates to change.

For each project in question, navigate to Financial Plans > Cost Plan > Posted Actuals.
Verify posted actuals exist for the time period specified.

Scenarios can only be published for periods where actuals do not exist.
