Unable to save vCenter Login Message

Issue/Introduction

Customer is applying a custom login message to their environment, but the [SAVE] button remains greyed out:

Environment

vCenter 7.0 Update 3

Cause

The 'Terms and Conditions' hasn't been changed yet, so the [SAVE] button remains greyed out.  Note the documentation:

Resolution

Replace 'Terms and Conditions' with something else per the documentation and the [SAVE] button activates:
