Installation of NSX on ESXi host fails with error "Heartbeating between NSX management node and host ########-####-####-####-############ is down."

Issue/Introduction

• ESXi upgrade from 7.0.3 to 8.0.3, then click "Resolve" on nsx UI to trigger 8.0 nsx vib installation. The install fails with error "Heartbeating between NSX management node and host ########-####-####-####-############ is down."
• On ESXi, /var/run/log/nsx-syslog.log has error: 
  nsx-sha [comp="nsx-esx" subcomp="nsx-sha" username="root" level="WARNING" invalid="true"] Error in main Exception:No module named 'vmware.nsx.config.ops_config_pb2'
nsx-sha : Waiting for legacy nsx-sha to terminating

Resolution

Uninstall nsx for this ESXi and reinstall nsx.
