OI Stops processing TRAPS and SAM sync takes a while

Issue/Introduction

Upon upgrading from Smarts SAM 10.1.9 to 10.1.12, the traps are no longer coming through using Notif in the OI domain and thus missing from the SAM domain.  The audit log did not indicate the event was created.  A restart of the OI domain will proceed to process the traps for a while untile the issue happens again.

Environment

Smarts 10.1.12

Cause

Like an issue with the version of the jre included with the 10.1.12 version with the OS.  

Resolution

Customer have seen better and stable performance on DM 2.4 version. However for the time being, customer will remain at the 10.1.9 version.

Customer is advised the upgrade path to 25.4.x
