Portal upgrade failing. Upgrade asking for password

Issue/Introduction

We are upgrading the Portal and it is asking for a mysql password.  The password we are using is correct

Environment

DxNetOps Performance Management any version

Resolution

After verifying the mysql password was correct we still could not log into the mysql database

Rebooting the server resolved the issue with mysql. 

We verified we could get into mysql and the upgrade worked as expected
