Issue configuring Certificate Authority for VMware Cloud Foundation Operations 9.0 fails with error "Certificate Authorities update failed"

Issue/Introduction

• Configuring Certificate Authority for VMware Cloud Foundation Operations 9.0 following the documentation Configure a Certificate Authority for VMware Cloud Foundation fails with error "Certificate Authorities update failed"
• There is no special characters used for the service account user or password as per KB Configure Certificate Authority for VCF Management fails with error, "Certificate authorities update failed" 
• There is no connectivity issue between VMware Cloud Foundation Fleet Manager 9.0 and the Certificate Authority server as outlined in KB Unable to configure Certificate Authority in VCF Operations. The operation fails with the error: "Certificate authorities update failed". 
• Error in /var/log/vrlcm/vmware_vrlcm.log file on the Fleet Manager appliance is similar to : 

  Exception occurred while trying to validate Microsoft CA
  org.springframework.web.client.ResourceAccessException: I/O error on GET request for "https://<ca-authority>": Connect to <ca-authority>:443 [<ca-authority>/###.###.###.###] failed: Connection timed out (Connection timed out);

Resolution

The recommendation is to enable Basic Authentication on the Certificate Authority side, this is required in order for for VCF Operations to manage signed certificates Configure the Microsoft Certificate Authority for Basic Authentication
