Discrepancy in Actual Hours when 'Allow Time Entry for the Unstaffed Resource' is enabled

Issue/Introduction

When the 'Allow Time Entry for Unstaffed Resources' flag is enabled on a Custom Investment, the actual hours recorded on the resource's Assignment do not consistently match the actual hours reflected in the Financial Actual Transactions (WIP), particularly after multiple timesheet submissions by an unstaffed resource.

Steps to Reproduce:

1. Create a new Custom Investment (CI).
2. Enable the 'Allow Time Entry for Unstaffed Resources' flag on this CI instance.
3. Financially enable the CI (ensure Financial Status, Department, Location are set, and it's open for time entry).
4. Create either an effort or a manual task within this CI.
5. Ensure the task has a charge code and is open for time entry.
6. Select a resource that is not staffed to this CI.
7. Submit two consecutive timesheets for this unstaffed resource, with time entered against the created task. Both timesheets should fall within the task's start and finish dates.
8. Approve the submitted timesheets (via the post timesheet job).
9. Run the following jobs in sequence: Post Transaction to Financial, Post to WIP, and Import Financial Actuals.
10. Compare the actual hours displayed on the Assignment against the actual hours shown in the Financial -> Actual Transaction.

Expected Behavior:

Actuals on Assignment matches with Financials

Actual Behavior:

The Assignment record only shows actual hours from one of the submitted timesheets, whereas the Financial Actual Transactions correctly reflect actual hours from both timesheets.
