"Could not copy tools.jar" when installing Harweb

Issue/Introduction

When we try to install Harweb, we see this message in the final installation wizard window:

Could not copy tools.jar from %JAVA_HOME%\lib.  Place tools.jar file in <Harweb-Installation-Path>\WEB-INF\lib directory after installation.  
You must restart the App/Web server after you have placed tools.jar in the required directory.


However, checking the <Harweb-Installation-Path>\WEB-INF\lib directory we find that tools.jar is there.  Why did we get the error message?

Environment

Harvest Software Change Manager v14.5.01

Cause

We checked and found that their environment included

  • Tomcat v9.x
  • Oracle Java v1.8.x

For SCM v14.5.01, the tested and certified versions for these components are:

  • Tomcat v10.x
  • AdoptOpenJDK v17.x

Resolution

  1. Switch to AdoptOpenJDK and upgrade to v17.  You can download that here: Download Temurin JDK 17 - LTS
    Be sure when you install to select the options to set or override JAVA_HOME and the one to update the registry.  You don't have to uninstall the existing Java as this will install into a separate folder.

  2. Upgrade to Tomcat 10.  You can download that here: Tomcat 10 Software Downloads
    (I usually get the "64-bit Windows zip" file, and just unzip that to the C: drive or the D: drive, for example, "C:\apache-tomcat-<version>".  There is a "service.bat" script included that can register it as a service).

  3. Install Harweb using the CAHarvestSCMV145_01Patch_Harweb version.

Additional Information

Download of SCM v14.5.01 can be accomplished by logging into the Broadcom Support website.  Navigate to the Download Center and search for the "CA Harvest Software Change Manager" product.  Click the Solutions tab and select "CA Harvest Software Change Manager Premium Edition Named Users MULTI-PLATFORM", and "14.5.0" from the drop down menu.  Then select solution "CA HARVEST SCM CUMULATIVE PATCH V14.5.01".  From that page you will be able to download the "Harweb.zip" component of the SCM v14.5.01 cumulative patch.
