Bosh director has an option to "Recreate All Persistent Disks". This option is global and applied to a deployment rather than to an instance (vm). Therefore it will be applied to each vm in the deployment, even when vm does not have persistent disk attached to it.

This means the process will be the same as for the vm update. The vm will be stopped, checked for disk, then started again.
For the vm that does have a persistent disk attached, the disk will be detached, recreated and then disk attached again. Then processes will be started on the vm.
There will be no changes on the vms that do not have persistent disk attached.
