Provisioning Resource tracking still not working after migrating a vm across ESX clusters.

Issue/Introduction

This issue can be shown by setup a test project and performed some cross cluster migrations and the resource tracking is still not updating correctly.  In a simple test there are two zones each zone is backed by one ESX cluster and two vm's. Both vms started on one cluster and migrated one across clusters.  The cpu,memory, and max instances were subtracted from the source cluster but not the storage.  The target cluster shows no resources being consumed. It is expecting taht both zones to show half resources consumed after the migration.

Engineering is aware of this and is working to resolve this in a future release.
