Endevor archive action allowed in package protected environment

Issue/Introduction

Using a batch job and NO package we are able to archive an element (including deleting the element) from a stage that requires a package. This is not expected behavior.

Resolution

Archiving an element is intentionally allowed in package protected locations. ENCOPTBL option IMPLICIT_DELETE_APPROVAL_CHECK=ON can be enabled to make archive fail in that scenario.
