Attempting an API deployment of VCF Management components fails with "Deployment of VCF Management Components is not allowed as an existing deployment is already present"

Issue/Introduction

• An API deployment  using SDDC Manager failed and all of the existing management components have been manually deleted. Note: If a deployment fails, it is preferrable to investigate the cause of the deployment failure and potentially update the deployment specifications: Re-try an existing workflow by modifying the workflow spec file If a deployment has failed, don't manually delete the components prior to investigation of the failure.
• Attempting a new API deployment from SDDC Manager is failing with a message similar to:

Environment

VCF 9.0

Cause

A deployment failed and the management components were manually cleaned up. SDDC Manager still has references to the pending deployment.

Resolution

• Open a case with Broadcom support and mention article 414419.
