Issue/Introduction

• The following fields vcloud.cell.ip.primary and vcloud.ssl.key.password are empty in the global.properties file.
• You may run into this issue attempting to re-deploy a cell. 
• In /opt/vmware/vcloud-director/logs/cell-runtime.log shows the following entries...

A manual update changed the expected order of fields in global.properties, leading to this failure.
