What causes this problem? Opera still seems to run properly.

Resolution:

This is usually caused by mishandling of the SYSZCNZ enqueue. If you are
using GRS or CA MIM and they are handling the SYSZCNZ enqueue then all
All consoles MUST have UNIQUE names between LPARS. This began after
z/OS 1.10.

If you have GRS and CA MIM you can update these products to NOT handle the
enqueue for SYSZCNZ and this will allow NON-UNIQUE console names to exists between LPARS.

Additional Information:
Consult your GRS or CA MIM User guides for assistance on setting you the proper
enqueue information.
