This is usually caused by mishandling of the SYSZCNZ enqueue. If you are using GRS or MIM and they are handling the SYSZCNZ enqueue then all
consoles MUST have UNIQUE names between LPARS.
If you have GRS and MIM you can update these products to NOT handle the enqueue for SYSZCNZ and this will allow NON-UNIQUE console names to exists between LPARS.
