U303 abend using LIBDEF for the Opera panels

Issue/Introduction

Attempting to use the CA Opera panels with a LIBDEF and a U303 abend occurs.

Resolution

Opera ISPLLIB cannot be allocated via a LIBDEF.   Opera files must be allocated in a TSO logon proc or a CLIST before going into the panels.
