Issue/Introduction

Permission control settings currently do not offer a mechanism to prevent users from overriding a task's queue limit. Consequently, the task will be executed immediately upon request, regardless of the limit.

Current Behavior:
Users who possess only read-only permissions on watch tasks can still bypass the queue limit by right-clicking and selecting the "Ignore Queue Limits" option.

Public Title:
User without Modify at runtime permission is able to ignore queue limit

Public Description:
A bug was fixed where users without MODIFY RUNTIME permissions were able to call IGNORE QUEUE on a task.
