Issue/Introduction

If "smc -stop" command is run on a system then it is turned off, Symantec Endpoint Protection (SEP) services are not starting automatically on startup.
On trying to open the SEP UI, below error is encountered.

But, the same works as expected when the system is Restarted instead of Shut down after running "smc -stop".

Cause

Windows Fast Startup feature is enabled

Resolution

It is due to the way Fast Startup works.
Fast Startup saves the system state to a hibernation file on shutdown and loads that file into memory on startup. It does not load any services and drivers that were not running during shutdown.
