Issue/Introduction

• Deployment of SDDC using Cloud Builder for version 5.2 may fail at "Validating configuration" stage. 
• You may see errors like below: 

"License key for product ESXI cannot be validated against the Dormant License File (DLF). Provide a valid license key"

"License key for product vSAN cannot be validated against the Dormant License File (DLF). Provide a valid license key"

Environment

VMware Cloud Foundation 5.2 

Cause

SDDC Manager cannot decode the newer VCF license keys due to missing dormant license files (DLF)

Resolution

Issue is resolved in VCF 5.2.1 - Please deploy VCF on 5.2.1 or above
