new alarms created by NAS "new_alarm" action team are not synchronized to DXO2

Issue/Introduction

The new alarms created by the NAS auto-operator with action type "new_alarm" do not appear to be synchronized with the DX O2. 

Environment

DX UIM 23.4.x

oi_connector probe any version 

Resolution

Set the following option in oi_connector to forward RAW alarms:

ingest_raw_alarm_to_oi - set it to true
