HCX Connector not activating with message: "Add on license key for the Local licensing saved. It can be used after base license is activated"

Issue/Introduction
- When applying Legacy VMware HCX Enterprise (CPU) license key to a 4.11+ connector appliance, a message is seen "Add on license key for the Local licensing saved. It can be used after base license is activated"
- In HCX Manager: https://<HCX_IP/FQDN>9443 page under Configuration --> Licensing and Activation the added license has a SAVED status
- When logged into the HCX Connector appliance: https://<HCX_IP/FQDN> a message can be seen indicating the Connector appliance is operating in evaluation mode
Cause
- Starting with HCX version 4.11, Activation Keys-based licensing is now deprecated. Activation Keys in HCX 4.11 will stop working 450 days after the upgrade to 4.11. HCX Systems in older HCX releases that are using Activation Keys will stop working when connect.hcx.vmware.com is decommissioned. All connected systems automatically transition to local licensing mode as part of upgrade to 4.11
- For new installations, an HCX evaluation mode (available in HCX 4.9 and later releases) can be used for a period of 60 days. This mode supports all HCX Enterprise features, but is limited to 20 migrations per migration type.
- A NSX Data Center Enterprise Plus, NSX Data Center Advanced, or NSX Data Center Standard license is required to activate HCX in vCenter environments
Resolution
- Install or add a valid VMware Cloud Foundation (VCF) license, NSX Data Center Enterprise Plus, NSX Data Center Advanced, or NSX Data Center Standard license
- VCF license type is also an option
- After adding a valid NSX Data Center license, in the HCX Manager: https://<HCX_IP/FQDN>9443 page under Configuration --> Licensing and Activation the added license will be added with an ACTIVE status
