Issue/Introduction

Sync SaaS Users Job fails with SSO authentication with VIP Auth Hub

Steps to Reproduce: 

1. Login to any of Broadcom Clarity SaaS Instance with appropriate admin rights
2. Run the job Sync Saas Users 

Expected Results:  The job should be completed successfully 

Actual Results: The job fails

The Job Sync Saas Users is no longer relevant and should be removed from the product as well as documentation to be updated as non federated users are no longer created via customer
