When starting a DevTest server component, the component will fail to start, and a hs_err_pidXXXX.log will be generated in the DevTest home directory

All supported DevTest 9.0 environments on Windows.
This issue is caused by the SIGAR components failing to initialize with Java 8, and the newer versions of Windows we support.
1. Add the following line your local.properties where the DevTest component is failing to start
2. Restart your DevTest components.
We are no longer using the SIGAR components in DevTest and they will be removed in an upcoming release of DevTest.
