The volume which contains a user catalog being processed by TMSCTLG is not online, causing the contention issue.
An IDCAMS job can be run to do an 'EXPORT <user catalog name> DISCONNECT' to remove the user catalog entry from the MASTER catalog, thus allowing successful TMSCTLG processing.
