Installing Management Pack through Repository in VMware Cloud Foundation Operations fails with error "Error 0x80070183"

Issue/Introduction

• Download any Management Pack locally to Windows machine via VCF Solutions Catalog 
• Installing the Management Pack through the Repository by following the steps below fails
  1. Log in to the VMware Cloud Foundation Operations interface at https://<vcf_operations_fqdn> with a user assigned the Administrator role.
  2. On the Repository tab, click Add.
  3. On the Select management pack to install page, click Browse, navigate to the .pak file of the management pack you wish to install, click Open
  4. Receive Windows error when selecting the Management Pack that was downloaded locally and  "An unexpected error is keeping you from copying the file. If you continue to receive this error, you can use the error code to search for help with this problem.

     Error 0x80070183: The cloud sync provider failed to perform the operation due to low system resources."

Environment

VMware Cloud Foundation Aria Operations 9.x

Cause

Error 0x80070183 is a Windows error that needs to be investigated on the machine where the Management Pack is downloaded. 

Resolution

Confirm that the Windows machine where the Management Pack is downloaded has enough resources available and that nothing is blocking the installation on the machine.  One potential application that can block installation is Onedrive.
