Cannot power on VM on EVC cluster

Issue/Introduction

Cannot power on VM on EVC cluster.

You might see EVC error from [Monitor] -> [Tasks].

Environment

VMware ESXi
VMware ESX

Cause

When EVC per VM is configured and its level is higher than EVC per cluster, power on VM failed.

Resolution

Make sure level of EVC per VM should be equal or lower than level of EVC per cluster.
