Error: API GET:/settings/security is not allowed for user

Issue/Introduction

When trying to log in and access the Settings:/Security page, the following error message is presented:

Cause

The user does not have permissions to access the settings/security page

Resolution

Log in as a user that has full admin privileges and check Settings > Users and Groups and confirm the permissions for the user.  If the role is set to "User", they will not be able to see the Settings > Security page.  Only admin users can access the pages under Settings.
