SSO login message is showing broken character when using non-English language after upgrading vCenter to 8.0U3e

Issue/Introduction

• When you set login message like below with non english.(In this case, it's Japanese.)
  Administration -> Sing Sign On -> Configuration -> Login Message
  
  
  
  
  
• It's showing up like below when you don't check 'I agree to' item.
  
  
  
  
  
• The issue does not happened on vCenter 7.0U3 and it happened after upgrading vCenter to 8.0U3e.

Environment

vCenter 8.0U3e

Cause

It's unicode encoding problem.

Resolution

This issue has been fixed in vCenter 8.0U3g(P06) and above.
