Error creating DSN harvest: 19 Could not write to the registry

Issue/Introduction

When using the "CO" option in hdbsetup to create the ODBC data source, we see this error:

Creating DSN: harvest
Error creating DSN harvest: 19 Could not write to the registry

Environment

Harvest Software Change Manager v12.x and higher
Windows platform

Cause

Command prompt window running hdbsetup had not been opened with "Run as administrator" mode

Resolution

We exited out of hdbsetup and closed the command prompt window.  Then we opened a new command prompt window with "Run as administrator" mode and restarted hdbsetup.  After this, the "CO" option to create the ODBC data source succeeded.
