Cost OCBLateFee is causing discrepancy between AWS CUR / FlexReport and CH reports

Issue/Introduction

Cost OCBLateFee can be seen in Cost History report but it neither exist in AWS Console now in FlexReport.

Resolution

OCB means "Out-of-Cycle Billing" charge. This is usually individual to each customer. Such charges may differ, and are often issued on an individual / one-time basis.

Cost “OCBLateFee” will have a usage start date of the prior month, but billing period of the current month. In our cost reports, we attribute that cost to the prior month (because it’s based on when that usage is incurred). in our statements, we attribute that cost to the current month (because it’s based on when AWS bills the partner for that charge)
