Error in the Add Licenses stage stating "This VCF Operations instance is already registered in another tenant: XXX, xxx (site ID:1). You must first deactivate the instance there"

Issue/Introduction

Customer have upgraded to VCF Operations 9 and try to setup the Disconnected Mode and when uploading the Registration File, customer get an error in the Add Licenses stage stating "This VCF Operations instance is already registered in another tenant: XXX, xxx (site ID:1). You must first deactivate the instance there"

Environment

VCF 9.0

Cause

Current VCF Operations is registered under one site ID which does not have VCF 9 license. 

Resolution

Remove the registration from current site ID, and register VCF Operations to the site ID which have VCF 9 license.
