Issue/Introduction
During registration of VCF Operations 9.x for licensing in disconnected mode you may receive an error similar to both of the following:
"All your available licenses have already been assigned to other VCF Operations instances. To continue, you need to either free up some licenses or purchase additional capacity."
"You have already added all your licenses to other VCF Operations instance, Manage your licenses or purchase more capacity."
This may happen if you have upgraded Aria Operations to VCF Operations 9 or if you have reinstalled/redeployed VCF Operations

VCF Operations 9.0
Cause
The VCF license is already assigned to a VCF Operations instance.
Resolution
login to vcf.broadcom.com to manage your VCF licenses and associated VCF Operations registrations.
Remove the registration from current site ID, and register VCF Operations to the site ID which have VCF 9 license.
