When attempting to upgrade AAI the message "Access is denied" when attempting to delete a file named "webswing-server.war"

Issue/Introduction

When upgrading AAI on a windows server the error below is seen in the upgrade.log

 "Access is denied" when attempting to delete a file in <Install dir>\config named "webswing-server.war"

 

Environment

Upgrades to AAI 24.x on Windows

Resolution

Reboot the server and verify that the file <Install dir>\config\webswing-server.war no longer exists or that the user running the upgrade has full access to delete that file, then run the upgrade again.
