Issue/Introduction

You need to implement auto-approval in the approval workflow for particular users. The auto-approval should be applied at the first level and for the other users two step approval workflow should be working.

Resolution

It is advised to use policy based mapping of the ModifyUserEvent (or any other event according to the requirements) to two different workflows: one with single step approval process and another with two stage approval process. See example below:
