Resolution

IXMAINT ulitlity  with DSNDELETE copies with SMSNOSMS cause all DSNINDEX records (SMS and non-SMS) along with the setting up the DSNDUPVL to Y will  reduce the number of unexpired copies( Archive/Backup)  you need to maintain in the files datasets based on COPIES paramter .

Below is the example , if you want retain a single copy and to delete reset of DSNINDEX records 

DSNDELETE SIM,DSN=XXXX ,COPIES=1,SMSNOSMS
